Editing "Consistent award" scenario rules

The consistent award rule can ensure that bidder's are allocated the same amount across a group of lots. When combined with split award it can be a powerful tool and enable more flexible event designs.

For example if lots are split with shares of 60%, 30%, and 10%, then a consistent award rule will ensure that the 60% share on every lot goes to the most economical bidder overall, even if they are outbid on some individual lots. This can be combined with additional rules to enforce limits such as capacity constraints, adjustments, and other busines rules.

Additionally, a bid sheet column can be used to group lots where the rule should be enforced independently. In the following example, we ensure that bidders are awarded the exact same award for each lot in the region, and they may have different awards across different regions.
